In order to view the rules table properly, you will need to set the page layout in Adobe Reader to "facing" or "two-up" not "single".
Go to "view" then "page layout" or "page display" and make your selection.  Depending your version of Adobe Reader you may also have to select "Show cover during two-up".  The rules table begins on page 68 and should be facing page 69.
